City of Sterling Kickball League Registration Underway

The City of Sterling Department of Parks, Library, and Recreation is currently accepting team registrations for new fun and recreational, Teen/Adult Kickball Leagues. All participants must be at least 14 years old before participating. An 8 game season will begin August 26 and games will be scheduled on Tuesday evenings at the Pioneer Park softball fields.

Entry Fee

$50 per team, make checks payable to the City of Sterling and must be paid in full before a team is considered entered into a league. Entries are due Monday, August 20.

Division

Open Co-Rec is offered consisting of a 10 person team. Teams must have an equal ration of women to men and teams can play with as few as 6 players.

Officials

Teams will officiate their own games. The Field Supervisor will make the final decision if teams cannot agree.

The City Council for Sterling, Colorado announced Tuesday that the three finalists being considered for the City Manager position for the City are Shawna D. Durkhart of Converse, Texas, Stephen Rasmussen of Jefferson City, Missouri, and Donald Saling of Pueblo West, Colorado. Council anticipates extending an offer for employment by August 1, 2014.

City of Sterling Accepting Applications for 501(c) 3 Funds

The City of Sterling is accepting applications from 501(c)3 organizations requesting funds. The City of Sterling is currently working on the 2015 budget. Applications are available in the City Manager's office at City Hall, 421 North 4th Street or call 522-9700 and an application will be mailed to you. City Council has requested the following be submitted by organizations requesting city funds:

• Application
• Latest completed year-end financial report, which should include a balance sheet and a profit & loss statement
• Proof of 501(c)3 status
• Monthly expenditure listing, including salaries

Each organization requesting funds will need to appear before City Council to explain their request. A notification letter when this meeting will be sent to you. Only applications received by August 11 will be considered.

Sterling Police Department Fireworks Regulations and Tips

The Sterling Police Department wishes everyone a safe and happy 4^th of July. Fireworks regulations and safety tips are offered below, to help prevent illegal use and unnecessary injury to those who choose to celebrate the holiday with their own fireworks. The Sterling Police Department recommends you leave the fireworks to the professionals and attend the City of Sterling Fireworks Display on Friday, July 4^th. Please celebrate the holiday responsibly, so everyone has a safe and enjoyable weekend.

It is Unlawful:

• For anyone to possess or discharge any fireworks, other than permissible fireworks, anywhere in the State of Colorado.
• For anyone to sell fireworks unless that person is licensed as a retailer, wholesaler or exporter.
• For anyone to knowingly provide or sell any fireworks to anyone under 16.
• For anyone under 16 to purchase any fireworks, including permissible fireworks.
• For anyone under 16 to possess and discharge permissible fireworks, unless that person is under adult supervision

What are Permissible Fireworks?

Cylindrical or cone fountains, wheels and ground spinners, illuminating torches and colored fire, dipped sticks and sparklers, toy propellant or toy smoke devices, trick noise makers and snake or glow worms are all permissible.

What are Illegal Fireworks?

Any devices or components that, when used or ignited, project or disburse any metal, glass, or brittle plastic fragments. Cherry bombs, roman candles, firecrackers, bottle rockets, shells and rockets, M-80s and M-100s, and helicopters are all examples of illegal fireworks.

• A good rule of thumb: anything that explodes or leaves the ground is most likely illegal in Colorado.

What's the Penalty?

Any person who violates the laws and City of Sterling Ordinance regarding the use of fireworks is subject to a summons with a mandatory court appearance and could face up to $999 in fines, 90 days in jail, or both.

Tips for Safe Fireworks Use:

• Always read and follow label instructions
• Have an adult present when children are involved
• Use outdoors only
• Always have water and a fire extinguisher available
• Never experiment with or make your own fireworks
• Never give fireworks to small children
• Never throw or point fireworks at other people or pets
• Always wear eye protection and gloves

Protect Your Pets:

More dogs get lost around July 4th than any other time of the year. Keep your pets

properly confined to avoid escape due to fear of fireworks. Have your dog's license and identification up to date so that in the event your pet does escape.

City of Sterling Mandatory Outdoor Water Restrictions

Watering Days

If your street address is an odd number, you may water on Tuesday, Thursday, Saturday.

If your street address is an even number, you may water on Wednesday, Friday, Sunday.

No watering will be allowed on Mondays.

Special Watering Restrictions

Personal vehicles may be washed only on one's watering day.

Restaurants may serve water only upon request.

Vehicle fleets and vehicles in auto dealerships may not be washed more than once a week.

Golf courses utilizing city water shall not water roughs.

Hand Watering

Trees, shrubs, perennials, annuals, and vegetable gardens may be watered by hand, soaker hose, or trickler system any day. Hand watering means holding a hose in the hand or with a watering can. It does not allow sprinkling.

Penalties for Violation

A warning will be given for the first violation. The second violation will carry a penalty of $50, third violation $150, and all subsequent violations $250 and the possibility of having a flow restrictor installed on the water line.

City of Sterling Street Tree Planting Program

The City of Sterling is offering a Street Tree Planting Program. The program is designed to help individual home owners plant trees along the streets of Sterling.

In the past, to be eligible for the Street Tree Planting Program, trees had to be planted on the City right-of-way. However, with input from the Parks, Library and Recreation Board, this has been revised to allow for the following exceptions:

Where the sidewalk and curb are joined, trees shall be planted at least five feet behind sidewalk and no more than ten feet from the sidewalk. NOTE: If this spacing results in the tree being planted on private property rather than on the City right-of-way, any future care and maintenance of the tree(s) will be the private property owner’s responsibility, not the City Forestry Division’s.

Property owners will be reimbursed for ½ the retail price for all trees planted (but no more than $100 per tree). Taxes, delivery charges, or planting fees are not reimbursable costs. If you would like to receive an application for the Street Tree Planting Program, please call the Parks, Library and Recreation Dept. at 522-9700.

Christmas Closures for the City of Sterling

The City of Sterling will be closing at noon on Christmas Eve, December 24. This includes: City Hall, Service Center, Library, Recreation Center, and Riverside Cemetery office. All schedules will return to normal on December 26.

City of Sterling Holiday Trash Schedule

The City of Sterling will observe Wednesday, December 25 for the Christmas holiday, and Wednesday, January 1 for the New Year's holiday. Because of these holidays, there will be no trash collected these days. For both weeks, Wednesday's route (December 25 and January 1) will be collected on Thursday (December 26 and January 2) along with Thursday's regular route. The rest of the week will be normal pick-up routes.

City of Sterling Thanksgiving Trash Schedule

The City of Sterling will observe Thursday, November 28 and Friday, November 29 as holidays.  Because of this holiday schedule, trash will be collected only one day for each route during that week.  Monday and Thursday's route will be collected on Monday, November 25 only.  Tuesday and Friday's route will be collected on Tuesday, November 26 only.  Wednesday and Saturday's route will be collected Wednesday, November 27 only.  The schedule will return to normal on Monday, December 2.

City of Sterling accepting applicants for the Police Cadet Program

The City of Sterling is accepting applicants for the Police Cadet Program. This exciting and unique program is intended to recruit local talent with a strong desire to work in law enforcement. Under this program, a cadet will be sponsored by the City for P.O.S.T. certification.

Initially candidates will be placed in a clerical capacity and upon successful P.O.S.T. completion and attainment of the Basic Peace Officer Certification, employee may transition to full-time Police Officer (salary $1,469.39 bi-weekly). The City will sponsor the cadet through the P.O.S.T. Certification process by providing tuition and living expenses plus a $12.85 per hour stipend while attending the academy coursework.

Cadets will be required to enter into an agreement with the City to repay academy expenses in the event of employment separation within four years of full-time employment. Applicants must be 21 years of age by P.O.S.T. certification and attainment of the Basic Peace Officer Certification, U.S. citizen, High School graduate or G.E.D. equivalent, possession of a valid Colorado Driver’s license.

The goal of the website is to get the community involved in the planning process. Along the way, Envision Sterling will be used as an online tool to generate new ideas and feedback from citizens using this interactive and accessible new platform.

City of Sterling Announces Fall Cleanup

The City of Sterling announces the FALL CLEANUP, scheduled to begin the week of October 21. As a service to residential trash customers, the City will pick up any trash or rubbish, which is legally disposable at the Logan County Landfill. Appliances containing Freon will not be accepted unless they have been certified “Freon Free” by an approved Freon reclamation center such as your local appliance dealer. 

The City has divided residential neighborhoods into four areas and City crews will only pick up items on the designated day(s) for each area. All items should be available for pick-up no later than 7 a.m. on the first date of your area pick-up. 

PLEASE DO NOT SET OUT ITEMS MORE THAN THREE (3) DAYS PRIOR TO PICK-UP DATES. CITY WILL NOT COME BACK TO PICK UP ITEMS SET OUT AFTER DESIGNATED ROUTE IS COMPLETED. 

The schedule is tentatively set at follows: 
Monday, October 21 & Tuesday, October 22– residences north of Broadway and east of Division Avenue
Wednesday, October 23 and Thursday, October 24 – residences north of Phelps Street and west of Division Avenue
Friday, October 25 – residences south of Broadway and east of Division Avenue
Monday, October 28 and Tuesday, October 29 – residences south of Phelps Street and west of Division Avenue 

Every attempt will be made to follow this schedule, but the weather and number of residents participating may require a schedule adjustment. 

The cleanup program is designed to assist homeowners in discarding oversized items from City of Sterling resident households only. Business debris, large quantities of construction debris or debris items originating from other sources will not be picked up. 

To participate in the cleanup, residents must place the material to be disposed of in the alley adjacent to their property. If there is no alley, materials should be placed near the curb. 

IMPORTANT CHANGE: The Logan County Landfill requires debris materials to be separated before being brought to the landfill. Tires, metal, or wood must be placed in separate piles prior to the City crew loading the materials.
Any loose material must be bagged, boxed, or tied into bundles. Material should not be placed in the street or on the sidewalk where it will interfere with pedestrian or vehicle traffic. 

Examples of items accepted by City crews include mattresses, lumber, furniture, bed frames, cabinets, washers, dryers, ranges, dishwashers, microwaves and water heaters.

City of Sterling to fog mosquitoes July 2

The City of Sterling will be fogging mosquitoes using a material known as BIOMIST 3+`5 ULB, E.P.A. registration number 8329-33.

The application rate is 4.5 ounces per minute while traveling at 10 miles per hour.

Fogging will begin at approximately 10pm on Tuesday, July 2, and will be completed by approximately 8am on Wednesday, July 3.

Fogging area will include the entire City of Sterling.

Special target areas will be all city parks, the cemetery, and the fishing pond.

City of Sterling Annual Kid's Pet Show July 13

The annual Kid's Pet Show, sponsored by the City of Sterling Recreation Division and Cher's Pet Shop, is scheduled for Saturday, July 13.  Registration begins at 9:30am and the show will begin at 10am at Prairie Park.  There is no fee to enter.

Kids showing pets must be 2-18 years old.  Parents can pre-register their child and pet by filling out an entry form at 9:30am prior to the event, or forms are available at the Sterling Recreation Center, or at Cher's Pet Shop at 415 N. Front Street in Sterling.  Categories include: smallest pet, best dressed, most friendly, best agility, adorably cute, best trick, least motivated, most exotic, and pet/owner look-a-like.

Dogs and cats must be on a leash and have proper immunizations.

Winners in each division will compete for Overall Best of Show.

Sterling Parks, Library, and Recreation Memorial Day Schedule

On Memorial Day, Monday, May 27, the following hours will be observed for the City of Sterling Parks, Library, and Recreation Department:

Sterling Public Library - closed

Sterling Recreation Center - open 5:30am-9pm

• Indoor Pool - open swim 1-5:30pm and 6:30-9pm
• Outdoor Pool - open swim 1-5:30pm; lap swim 5:30-6:30pm
• No classes will be held

Overland Trail Museum - open from 10am-4pm

Cemetery Office - open 8am-4pm

• The cemetery office will also be open Saturday, May 25 and Sunday, May 26 from 8am-4pm to serve Memorial Day Weekend visitors.
